A new exchange applicant moves through four stages. Specialist agents check sanctions, fit-and-proper, cybersecurity posture, financials, peer benchmarks — in parallel where possible, sequentially where risk-dependent. A human underwriter signs off band-3 and above. Most applications bind under an hour; the slow step is the applicant, not us.
